Beginning December 31, 2003, the U. S. Department of
Homeland Security is implementing a new system for recording information on the
entry and exit of non-US citizens into and out of the United States. The new
system is called U.S. VISIT (Visitor and Immigration Status Indicator
Technology.) Certain U.S. airports and seaports will begin digitally recording
fingerprints and photographs of visitors entering the U.S. on December 31, 2003.
Additional airports, seaports and land ports will be phased in to using the
system over the two-year period 2004-2005. While this requirement will not be
universally in place in January 2004, it is likely to impact some winter break
travelers. It is possible that this new system will cause delays at the ports of
