The State Department has announced that the mail-in period for the next Diversity Visa lottery (DV-2004) will be held between noon on Monday, October 7, 2002, and noon on Wednesday, November 6, 2002.
Those who choose to enter the DV-2004 lottery should obtain a copy of the latest instructions from US Department of State's web site ( http://travel.state.gov/DV2004.html )
and follow them carefully. 

There is no application fee for the DV Lottery Program.  ENTRIES FOR THE DV-2004 DIVERSITY VISA LOTTERY MUST BE RECEIVED AT ONE OF THE KENTUCKY CONSULAR CENTER
MAILING ADDRESSES LISTED UNDER MAILING THE ENTRY
BETWEEN NOON ON MONDAY, OCTOBER 7, 2002 
AND NOON ON WEDNESDAY, NOVEMBER 6, 2002
. Entries received before or after these dates will be disqualified regardless of when they are postmarked.
Also, entries mailed to any address other than the Kentucky Consular Center addresses under MAILING THE ENTRY will be disqualified.

For DV-2004, natives of the following countries1 are NOT eligible to apply because they sent a total of more than 50,000 immigrants to the U.S. in the previous five years:

CANADA, CHINA (mainland-born), COLOMBIA,
DOMINICAN REPUBLIC, EL SALVADOR, HAITI, INDIA,
JAMAICA, MEXICO, PAKISTAN, PHILIPPINES, SOUTH KOREA
UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR and Taiwan are eligible.
